This AIAA standard establishes the minimum requirements for conducting safe commercial launches of payloads into Earth orbit or for sub-orbital purposes. The basis of the approach to safety is limiting the exposure of the uninvolved public. Requirements are given for launches that may be conducted from sites owned by the federal government or by other parties. The respective obligations of the launch operator and launch site operator are described. Strong consideration is given to use of this standard for meeting the documentation needed to obtain a launch license from the U.S. Department of Transportation. (ANSI approved)
