The Edwards Aquifer Authority (the Authority) began operations on June 28, 1996 as a "conservation and reclamation district" to manage the southern portion of the Edwards Aquifer. The Authority's jurisdiction is limited to the Edwards Aquifer within an area that includes all or part of the Texas counties of Bexar, Medina, and Uvalde counties, and portions of Atascosa, Comal, Caldwell, Hays, and Guadalupe. The Edwards Aquifer Authority Act (the Act) establishes the purpose, responsibilities, specific management functions, and goals of the Authority. Generally, the Authority is directed to:protect the water quality of the aquifer; protect the water quality of the surface streams to which the aquifer provides streamflow;achieve water conservation; maximize the beneficial use of water available for withdrawal from the aquifer; protect aquatic and wildlife habitat; protect species that are designated as threatened or endangered under state or federal law; provide for instream uses, bays and estuaries; protect domestic and municipal water supplies; protect the operation of existing industries; protect the economic development of the State; prevent the waste of water from the aquifer; and, increase recharge of water to the aquifer. Supplementing these general directions for groundwater management, the Act gives the Authority specific instructions for stewardship of the aquifer. This paper describes the various elements of the Authority's groundwater conservation plan. Includes tables, figures.
