The Jordan Valley Water Conservancy District of West Jordan, Utah, wanted to ensure they were positioned to be competitive and have an operation capable of expanding new water supply sources with a minimum of staff additions. There was increasing internal and external demands of a larger and more complex operation that had grown over the years. To address these business drivers the senior management recognized that the staff at all levels needed easier access to information for improved decision making to make this happen. They utilized an innovative and rapid integrated business strategy and change managementapproach to address all the components of change to align the District's Information Systems Plans with their business objectives. Throughout the process there was a high level of priority setting to ensure that the information systems implementation plans were driven by the District's business objectives. Harnessing the "Positive Power of Change" through the management and staff's knowledge and shared ownership has allowed the District to move forward with confidence and at a rate of change consistent with their organization's capacity to manage change.
