This paper focuses on what lower Virginia Peninsula water utilites have learned about cultural/historic resources and environmental justice that might help other water utilites when facing similar issues that included working with Indian tribal councils and appropriate state and federal agencies in the historic resources regulatory process, incorporating environmental justice. This paper briefly addresses applicable state and federal regulations regarding these issues, recommends some areas of knowledge and attitude for mastery, and then focuses on the lessons learned through the Virginia Peninsula's experience with the cultural/historical resources and environmental justice.
