Using the Tampa Bay Water Surface Water Treatment Plant Component (SWTP) procured under a DBP approach as a case study, pragmatic solutions are presented in this paper for the analysis and response to issues relating to process, design, and equipment selection approaches that occur when the operator, constructor, and engineer are separate entities. The SWTP will be a 66-mgd facility and will serve as the backbone of Tampa Bay Water's future water supply system serving the fast-growing, yet water resource-limited Tampa Bay area. The SWTP will employ multiple unit processes including high-rate sedimentation, ozonation for primary disinfection, biologically active filtration, and numerous chemical additions that present a magnitude of alternative approaches. The contractual agreements include water quality standards far stricter than current Primary and Secondary Drinking Water Standards with strict monetary penalties for non-compliance.
