Public relations is a tool that promotes an organization, including its programs, services and people. It is a tool that gives governmental agencies a voice within the communities they serve. Through that voice an organization can educate, inform and involve the public on varying issues and topics. This paper discusses techniques for fostering creativity that include: creative writing sessions; writing workshops; free-hand drawing; and, maintaining an idea file.
