This paper provides information that will benefit water utilities and municipalities by highlighting vulnerable points of utilities and strategic planning for protective measures against natural, accidental and intentional disasters. Most probable natural disasters include tornadoes, fires, severe weather (Thunderstorm, Lightning, and Ice Storm), flooding, and earthquakes. Other accidental and man made disasters include hazardous material spills, and acts of terrorism and vandalism. The security improvements recommended address both computer network and operations security as well as physical security. Implementation of a comprehensive security plan will allow the Utility to identify and effectively respond to security breaches in a timely manner. Includes 15 references, table, figures, appendix.
