The Duncannon Borough Water System serves approximately 690 domestic, commercial, industrial and bulk customers in Duncannon Borough, Pennsylvania and surrounding areas. When the time came to upgrade their inadequate well system, the Borough turned to the adjacent Susquehanna River to provide a more reliable source of water for its customers. Due to the adoption of the Interim Enhanced Surface Water Treatment Rule (IESWTR) and Stage 1 Microbial/Disinfection Byproduct Rules, Duncannon was faced with the challenge of removing color, manganese, aluminum, iron, total organic carbon (TOC), and turbidity at a reasonable cost to its customers. Due to site restrictions and regulations, the design team concluded that oxidation and coagulation, followed by microfiltration would provide the consumer with high-quality water, with only moderate impacts to the existing rate structure. The design team has coined the treatment system "oxidation plus direct in-line microfiltration". In order to determine the proper oxidation and coagulation design parameters, and to optimize microfiltration operation, a pilot study, including benchscale jar testing, was performed. This pilot study examined oxidant and coagulant type, dosage, and contact time, as well as the need to provide settling prior to microfiltration. The microfiltration operating parameters of interest during the pilot testing were trans-membrane pressure (TMP), backwash cycle time, and water quality performance with time, temperature and varying source water conditions. This pilot system was tested for thirty weeks spanning four seasons of the year. The system was operated and monitored under various filtration and water quality conditions to assess its viability as the primary method of treatment for the Susquehanna River source. This paper serves as a summary of the results found in the pilot testing of the "oxidation plus direct in-line microfiltration" system. Includes tables.
