The City of San Diego imports the majority of its water to satisfy a growing demand. However, the competing demands for imported water increase the uncertainty of the availability of this supply. To address this critical issue, the City of San Diego and community stakeholders developed a water resources plan that fully explored different water supply options. A systems dynamics model was developed to measure the performance of water resources alternatives (i.e., combinations of water supply options) in terms of a set of objectives. For each objective, a performance measure was developed and used as the basis to evaluate alternatives. The model represented the physical water delivery system, simulated demands and supplies under different hydrologic and operating scenarios, and provided the performance measurements used to develop the water resources strategy. The use of a systems model allowed the City of San Diego Water Department to build a model that included technical, environmental and economic variables, as well as other subjective variables, such as public acceptance, that helped in the multi-objective decision-making process. Additionally, the simplicity of the modeling platform will allow the City to update the model and use it as a planning tool for years to come. Includes 2 references, tables, figures.
