The Long Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR) is beingproposed to supplement existing regulations to reduce disease incidences associated withpathogenic microorganisms, in particular Cryptosporidium. Under the proposed rule,public water systems that use surface water sources with a bin classification signifyingvulnerability to Cryptosporidium will be required to meet additional Cryptosporidiumremoval requirements. The regulation provides a range of treatment and managementstrategies that a system can conduct to meet additional removal requirements in the"microbial toolbox". A watershed control program is listed as a strategy to meet additionalCryptosporidium removal requirements. This paper presents approaches to developing awatershed protection plan that meets the requirements of regulatory agencies and assistsin reducing the vulnerability to specific pathogenic organisms.The approach to developing a watershed protection plan includes periodic evaluations ofdata from existing and future water resources and an examination of future landdevelopment activities. Management measures considered include programmatic needs,rules, design standards, and regulations, as well as projects for the protection/preservationof sensitive areas including drinking water intake locations. Watershed control activitiesincluded in the presentation address:developing and implementing a water quality and biologic monitoring plan;using an integrated approach to protecting and sustaining the natural resources;minimizing the stressors related to impacts from urbanization; and,using water protection measures to comply with the National Pollutant DischargeElimination System (NPDES).The use of a watershed control program as a tool to meet microbial removal/reductionrequirements allows utilities to comply with the future requirements of LT2ESWTRwhile meeting objectives of other water protection programs (source water protection,NPDES, etc.). Obtaining credits for microbial protection via watershed control measurescan potentially lead to significant cost savings and the elimination of major capitalimprovements projects that might be required to meet additional Cryptosporidiumrequirements.
