The Cleveland Division of Water (CWD) operates four water treatment plants utilizingconventional treatment with Lake Erie as the source water. The four plants supply finished waterto a common distribution system. During the 1990s, CWD implemented a capital improvementprogram that renovated and expanded the Crown Water Treatment Plant (Crown). This programupdated a 1950s-vintage facility and increased the treatment capacity of the plant from 50 MGDto 130 MGD. Several innovative ideas were used to address the issues identified by utilitypersonnel, while maximizing the plant capacity and minimizing the building of additionalstructures. This paper reviews the planning process and how it developed the schedule forthe program, several significant challenges faced by the project team and how they wereaddressed, and the lessons learned and how they were applied to subsequent improvementprojects.
