This paper explores the key differences between a financial analysis of reuse or desal (which isbased solely on the cash flows of expenses and revenues in and out of the utility), and aneconomic analysis that provides a more suitable and broader perspective of the value of the reuseor desal-generated waters (i.e., provides a suitable benefit-cost perspective for considering if areuse investment is worth the expense, to the broader region and community as a whole). Thispaper describes on-going research for AwwaRF, the WateReuse Foundation (WRF), and the U.S.Bureau of Reclamation (USBR) to provide a suitable economic framework with which toexamine the full real value of reuse or desal waters, and to properly compare these benefits totheir costs.
