The City of Asheville, North Carolina Water Resources Department serves approximately48,000 residential, commercial, industrial and wholesale accounts in the City of Asheville andthe counties of Buncombe and Henderson in western North Carolina. The water system datesfrom the early 1900s and includes approximately 1,200 miles of pipe and three water treatmentplants. In response to aging infrastructure concerns, the Department undertook the developmentof a comprehensive Asset Management Program beginning in mid 2003. This multifacetedprogram, currently being implemented, includes elements for enhanced preventative maintenance,development of asset plans, development of an integrated asset database, asset conditionmonitoring programs and development of a refurbishment and replacement (R&R) funding plan.The initial efforts have resulted in adoption of an asset management culture in almost allaspects of the operation.
