Their conservation program has been toprovide information, such as individual water usecharts included in the Waterline newsletter, alongwith aggressively promoted water conservationprograms, such as "cash for grass", requiring EnergyStar washing machines in all new construction, andlow flow toilets upon resale.They now propose to focus on a small group of highwater users, asking them to reduce consumption orbe subject to a conservation incentive rate that will,over time, be equivalent to paying an additionalconnection (entitlement) fee.
