For more than a decade, the city of Port St. Lucie, Florida, has employed the mechanism of specialassessments to fund environmental infrastructure improvements. These improvements includecentral potable water service, wastewater service, roadways, storm water facilities, and, morerecently, reuse water systems. This paper describes the use of special assessment financing for thereuse water improvements within the Tesoro Development in the city. Initially, the legal frameworkfor special assessments is presented, followed by a description of the Tesoro Development with itsinfrastructure improvements, and then concludes with a discussion of the special assessments forthose improvements.
