In response to the complexity of water resource management and continuedpopulation growth in Arizona communities, water professionals and electedofficials often discuss and debate alternative ways to ensure that growth anddevelopment is supported by a sustainable long-term water supply. One suchcommunity, the City of Peoria located in the northwest portion of the Phoenixmetropolitan area, was successful at formally adopting a set of water policies inNovember 2007 that were designed to preserve the public's trust in the City'swater system through strategic long-term planning, compliance with state andfederal regulations and the demonstration of leadership in the stewardship of thislimited natural resource. Additionally, this community of 160,000 population wentone step further towards linking land use and water supply by including a newwater policy within its Principles of Sound Water Management report.Specifically, the Land Use Management policy created a new evaluation criteriacalled "economic value per gallon of water" to help staff, commissionsand elected officials compare a proposed development's land use, water needsand economic impact to the City in a measurable, quantitative way.
