A case study at Anderson, Indiana is presented and includes the following:performance contract used to fund infrastructureimprovements, reduce O&M expenditures via anAMR system, and to reduce water loss;measurement and verification of performancerequired due to financial guarantee;city previously focused solely upon first cost andnot upon performance in selecting water meters; instructed Johnson Controls, Inc. not to downsize a meter, even if itwas economically justifiable to do so. Basic and special procedures are presented, and presentation summary states the following: large meter typing canreduce apparent waterlosses;every service is uniqueand should be analyzedindependently;low flow registration maynot be critical at hospitalsand nursing homes; success depends uponsafety and good recordkeeping practices; and,use fire service meterswhere needed.
