The Lake Ontario-St. Lawrence River Study (LOSL) and the InternationalUpper Great Lakes Study (IUGLS) came from a bi-national Great Lakes (GL) Water Quality Agreement with the study mandate of examining physical processesand possible ongoingchanges in the St. ClairRiver and their impacts onlevels of Lake Michigan-Huron and, if applicable,evaluate and recommendpotential remedial options. A second objective was to review the regulation ofLake Superior outflowsand assess the need forchanges to address theevolving needs of andconditions affecting theinterests of the upperGreat Lakes.
