The author discusses a number of drinking water quality regulations and the conflicting results on water quality. For example, the switch from lead based solders to antiniory based solders may create problems relative to the new antiniory MCL. Few studies have been conducted to document whether this will be a problem. Other regulations and their inherent problems are: corrosion control measures (zinc orthophosphate, calcium addition, or elevating the pH) to control lead leaching; increasing the disinfection contact time under the surface water treatment rule; the use of alternative disinfectants or increased coagulation to control trihalomethanes; chloramine limits that don't allow for biofilm control; disinfection requirements to control coliform, which may require a new BAT to control regrowth potential; radon regulations that require air stripping, which creates radioactive waste; and the use of powdered carbon to control synthetic organic chemicals and pesticides, which may create a problem with decreased disinfection during pretreatment. No solutions are offered.
