Under California's version of the Surface Water Treatment Rule, utilities using in-line filtration must show that they can achieve at least 99 percent removal of Giardia cysts. Particle counting may be used to demonstrate the level of removal. This method was used at the Orinda filter plant (East Bay Municipal Utility District, Oakland, California). Five months of data show that the plant can remove particles in the 4-10 micron range at least 95 percent of the time. During periods of high counts, removal rates were high; during periods of low counts, the removal rates were lower. Demonstrating that the filter plant can achieve good particle removal rates may result in decreased chlorine use for disinfection in order to meet the Surface Water Treatment Rule requirements. This may lead to lower chemical costs and formation of fewer disinfection byproducts. The demonstration may also allow the use of Brions reservoir water without additional disinfection.
