This paper addresses issues of critical concern to utilities who become involved in regulatory enforcement actions. The paper is presented in two parts: emergency response and long-term solutions and prevention. Turning the situation around requires dealing with the local regulatory agency, interacting with the media, and public relations. Regulators must be dealt with on six fronts: developing a relationship, understanding the regulations and utility responsibilities under them, record keeping, planning, using the regulatory agency's resources, and involving the regulatory agency in programs to address the cause of the enforcement action; each of these is briefly discussed with suggestions for facilitating each task. In dealing with a water quality emergency, the utility should draw upon the emergency plan and keep public information flowing. Tips for dealing with reporters, staging a press conference, what to do if telephone service fails, making a public statement, and maintaining employee relations are also offered.
