The success of Pennsylvania's enforcement strategy can be attributed to a balance of the many program elements in the Safe Drinking Water Program. These elements include: operator training, certification and technical assistance, field surveillance, data management, permit requirements, design and construction standards, laboratories and laboratory certification, special programs for small systems, enforcement and administrative penalties. The program also participates in a comprehensive facilities planning and funding program. Pennsylvania's program provides for quick response to health threats through issuance of field orders and a means of scheduling compliance through compliance orders and consent orders/agreements where lengthy time frames and capital improvements are needed. Having field staff located throughout the state provides for responding to violations at an early stage. Broad enforcement strategy and a demonstrated willingness to collect civil or administrative penalties has contributed to the success. Most of the paper is devoted to a discussion of enforcement strategies and a summary of enforcement actions.
