Conflict among members of water boards or between the utility manager and the board of directors may take the form of debate, disagreement, or argument. There are three important things managers should know about reducing board room conflict. The first is that new tactics are necessary to avoid collateral damage and win battles of the future. The second is managers need to learn the art of negotiating with various interests because there will be more public interrogation throughout the 1990s. Learning to negotiate with a board is absolutely necessary for peace. Last, managers need to develop strategies that are sensitive to people's perceptions, including the board's perceptions. This paper deals with some issues of conflict resolution.
