Contrary to the widely-held belief that it always rains in the Pacific Northwest, a typical year finds virtually no rainfall for three summer months. The capacity of reservoirs needed to carry supplies through the dry summers are being taxed to the limit. This fact has been even more apparent because of recent droughts. The cost (and the possibility of never getting through the permitting process) of building new reservoirs has combined with summer water use restrictions to increase interest in water reuse in the Northwest. Water reuse was an especially obvious option in Tacoma as the City explored alternatives of increasing its existing supply because one user - The Simpson Tacoma Kraft Mill - uses about 30 mgd of the City's current total usage of 70 mgd. The technical feasibility of reusing reclaimed effluent in a pulp and paper mill is well established. However, there is very limited experience with reuse in Washington, no State-adopted guidelines, and an understandable need to thoroughly evaluate and document a proposed reuse project of this potential magnitude. This study was undertaken to address matters of public health, both of mill workers and of users of the mill's products, and to determine the best and most economical uses of the reclaimed effluent.
