This paper examines how Oregon's water rights system exists today, how it has been changed in recent years, and how it will most likely change even further in coming years. Oregon is no different than other states in trying to make the old system reflect the changing nature of the public interest in water management and allocation. These changes have been concomitant with the increased urbanization of society in the West and with the shifts in Federal involvement in western water management issues. The author predicts that what has happened in Oregon has or soon will happen in other Western states.
