As described in a companion paper (Cromwell et.al., 1992) the objective of regulatory analysis is to determine the potential impact of implementing different regulatory options. The objective of this paper is to describe one aspect of this analysis, the methods used to estimate the following: the extent to which utilities might need to change from present treatment practices to other treatment practices in order to meet different regulatory options under consideration; the national occurrence of DBP concentrations (currently only for trihalomethanes and haloacetic acids) after the treatment changes are implemented; and the national occurrence of pathogens (currently only for Giardia cysts) after treatment changes are implemented. The results presented in this paper show how modeling can be used to predict compliance behavior.
