The objective of the project described in this paper was to develop a Chloramination Manual for water utilities on the use of chloramines in water treatment and the role they play in overall water quality improvement. The Manual was to be practically oriented, providing useful information to a variety of utility staff including, engineers, operators, and those who deal with the public. The project approach included gathering and summarizing available information from the literature on chloramines, conducting a nationwide survey on their use i water utilities, and documenting case histories on practical applications. Using that information, critical parameters for the control of the chloramination process were identified and a chloramination optimization strategy was put forth. The study described in this paper did not specifically include laboratory or field tests by the project staff; however, the Manual does draw upon dozens of laboratory, pilot, demonstration, and full scale experiences from researchers and utilities. It develops an optimization strategy describing practical approaches related to chemical selection, chemical feed, and process control and addresses water quality monitoring, public notification, operator training, facility startup, and treatment adjustments.
