Initially, the Marco Island brackish water reverse osmosis plant construction project was planned to be completed on a fast-track basis to satisfy certain regulatory and quality of service requirements. These included: improve system operating pressures; increase capacity to provide service for present and anticipated customers; improve the reliability of the present water supply and treatment facilities; bring the facility online, concurrent with other major improvements, to meet expected system deficiencies and to avoid numerous rate filings and any unnecessary delay in recovery of rates. These objectives were hindered by rapidly developing, unpredictable factors which include: changing county and state permitting requirements; intervention by special interest groups; manufacturers-patent law suit and long lead time required on specialty equipment orders; soil and geological anomalies; contractors and sub-contractors; and project control. The objectives of presenting this case study are to increase the awareness of possible pitfalls and suggest ways to minimize the delays and increased project costs that were experienced during the Marco Island project.
