The expansion of the St. Cloud, Minnesota, water supply and treatment facilities, required that an unconventional approach be utilized to achieve the project objectives. Testing conducted at the plant indicated that shifting the addition of lime for softening, from the first stage treatment basins to the second stage, would improve the plant's dissolved organics removal effectiveness. The existing plant structures were then utilized to the maximum benefit, within the constraints established by the selected treatment process. The plant site constraints dictated that plant expansion construction be directed into an adjacent local park, using underground structures. Access to existing buried treatment basins was also improved by raising the basin roof to create a room area above the basins. The new clearwell was protected from groundwater contamination by utilizing two-component protection consisting of dense concrete and a liner system. The plant upgrade and expansion improvements necessitated the development of a detailed construction sequencing plan. The sequencing plan maintained the necessary treatment plant capacity throughout construction, taking advantage of the lower water demands experienced during cooler weather.
