When the city of Worcester, Massachusetts, undertook the project of constructing a water treatment/filtration plant, as ordered by the Massachusetts Department of Environmental Protection, the city took the traditional planning and engineering approach. Unfortunately, the need to approach the project in a non-traditional way was not recognized early on. Elements of the successful project described are: select the right site; and build project support. The author also shares some lessons learned.
