The author believes that in the late 1980's and early 1990's have shown some dramatic changes in how we pay for water service, and that this trend will continue into the next century. He believes that the cost for water service will continue to grow at rates greater than the general inflation rate. Customer and lender involvement in water utilities pricing decisions will continue to grow. New issues will continue to evolve which dictate new pricing schemes. The issue of how the revenue pie is divided among various customers and customer classes will continue to emerge as one the the industry's most perplexing problems.
