The viability of water systems is an issue that is receiving a great deal of attention. Proponents of a federal viability law see this as an opportunity to stop the proliferation of new small systems and to consolidate many of the existing ones. The argument has merit in that if the total number of systems is dramatically reduced, the workload of primacy agencies will be reduced. If non-viable is defined in part as not being in compliance with the SDWA, the systems that cause trouble will be eliminated. Over a period of time, the number of water systems would be greatly reduced.
