In 1986, Congress amended the Safe Drinking Water Act (SDWA or the Act). In the Amendments, the US Environmental Protection Agency (EPA) was required to promulgate disinfection requirements for all public water supplies (SDWA, section 1412(b)(8)). EPA promulgated the Surface Water Treatment Rule (SWTR) to establish disinfection requirements for surface water supplies and for groundwater under the direct influence of surface water. To complete its requirements, EPA will propose and promulgate disinfection requirements for ground water not under the direct influence of surface water (Ground Water Disinfection Rule or GWDR). This paper summarizes the current status of the GWDR.
