The original members of the Coalition included the Association of State Drinking Water Administrators (ASDWA), the American Water Works Association (AWWA), and the U.S. Environmental Protection Agency (EPA). The National Environmental Training Association (NETA), the National Rural Water Association (NRWA), and the Rural Community Assistance Program (RCAP) were late invited to join the coalition t augment the training organizations at the national level.
