The purpose of this paper is to present key guidelines to small system operations for the implementation of the SWTR. Surface water is water that is open to the atmosphere and is subject to runoff from the surface. The SWTR addresses three categories of water: groundwater; surface water; and groundwater under the influence of surface water. The SWTR recognizes two classes for the three categories of water. They are those requiring filtration and those which do not require filtration. The SWTR does have criteria which, if met, will allow systems to avoid filtration.
