The Texas Water Commission (TWC) has assembled a technical staff of five professionals and an ARC/INFO geographic information system (GIS) for a vulnerability assessment process. The TWC is conducting vulnerability assessments for all community and non-transient non-community public water supply systems rather than asking each system to submit an assessment for waiver approval. This paper provides a detailed description of the following seven steps: location and mapping of public water supply wells, springs and intakes; acquisition of information of the public water supply water sources; for wells, verification of proper construction; a geologic evaluation of the susceptibility of each well or spring or contamination; delineation of a zone of contribution for groundwater and surface water sources susceptible to contamination; review of contaminant use in the zone of contribution; and waiver determinations for each sampling point.
