The environmental and public safety benefits, coupled with the stringent treatment requirement for effluent filtration under Title 22, make the UV application attractive for reclaimed water disinfection. The UV system can be designed to provide the target level of disinfection under worst-case scenarios without concern for toxic residuals or by-products. The design of RP-4 showed that UV disinfection of filtered secondary effluent to meet Title 22 Standards is a viable alternative to chlorination, if the UV system is designed specifically for this purpose. In retrospect, the question of whether UV is suitable for disinfection of reclaimed water should be rephrased. A more appropriate question may be how to approach the UV facilities planning and design to accommodate the operation flexibility and reliability that is needed for protection of public health with reclaimed water disinfection.
