Reedy Creek Energy Services (RCES) evaluated membrane processes to treat advanced wastewater treatment effluent from the Reedy Creek Improvement District (RCID) Wastewater Treatment Plant (WWTP). The overall treatment objective was to demonstrate that the proposed treatment processes can produce finished water that meets Florida Department of Environmental Regulation (FDER) discharge requirements for the shallow groundwater table (and eventual discharge to Reedy Creek) or for other nonpotable uses. The treated water must satisfy FDER nutrient reduction requirements for surface discharge of 1.46 milligrams per liter (mg/L) total nitrogen (as N) and 0.04 mg/L total phosphorus (as P) on an average annual basis. To meet these levels, reverse osmosis (RO) treatment was required. The program consisted of the following phases: wastewater effluent quality characterization, RO pretreatment process selection (including bench testing), and pilot testing of the advanced water reclamation process. Pilot testing, which was the major focus of the program, was conducted in three phases: RO pretreatment process optimization, RO membrane screening, and long-term process evaluation. RO pretreatment process selection, pilot-phase pretreatment process optimization and RO membrane screening were followed by a long-term, pilot-scale process evaluation to demonstrate the feasibility of the treatment process and to obtain design information for full-scale facility implementation.
