The objective of this paper is to discuss some of the issues that Philadelphia has had to address in optimizing its corrosion control practices and how they are being resolved. The author presents five steps to corrosion control: 1) know your water quality and distribution system, 2) identify constraints and secondary issues, 3) identify analogous systems, 4) understand the basics of corrosion theory and its application, and 5) conduct pilot studies. Then the author presents Philadelphia's five-point program for corrosion control: 1) Standardized corrosion control treatment strategy, 2) convert to 1:1 zinc orthophosphate, then 1:3 zinc orthophosphate, 3) passivate the system, 4) continue optimization studies, and 5) fine tune corrosion control.
