An extensive study of the design process to produce contract documents for the construction of public works facilities was conducted by the Northwest Group of Montgomery Watson Americas, Inc. The study identified problem areas, evaluated the existing design process, and implemented procedures to improve the design process. Two treatment plant projects were selected as representative of multiple discipline designs. As information was gathered, it was evident that several problem areas were beyond the control of the design team. Examples are changes in scope initiated by the owner, degree of owner participation in the design process, unforeseen site conditions, and inadequate record drawings. This study focused on the problem areas that were directly within the control of the design team. An examination of the results show that a significant amount of rework was incurred. This level of rework is believed to be representative of other design projects that involved facilities that require multiple design disciplines.
