The National Rural Water Association (NRWA) believes that all new and existing water systems have the responsibility to maintain viability both now and in the future. Workable solutions to the problem of non-viable systems should be determined at the state and local level based on health and economic considerations and available alternatives in each individual case. Regulatory agencies, at all levels of government, must avoid unreasonable regulations that can cause existing and proposed water systems to become non-viable.
