The principles employed in the design of the city's responsive strategy to the assortment of environmental, housing, and rate issues were the following: implement programs that reduce water demand and resultant flows to sewage treatment plants as well as customers' bills; provide rate relief for fragile housing stock without abandoning the economic incentives and disincentives associated with consumption-based billing systems; establish a ten-year affordable and regionally competitive rate forecast, derived from a strategic business planning process, with the consent of all key internal (intra-agency division heads) and external (Mayor's and Budget Office) personnel to assure the public that the City's rates will be very predictable. The initiatives undertaken by the city represent a comprehensive array of programs that range from mechanical initiatives to behavioral modification programs.
