Some of the first comprehensive, integrated water and energy efficiency projects to be developed in the US are the result of the combined participation of a variety of federal agencies and water and energy utilities. The intent of this effort is to identify and develop projects that meet the mandates of the Energy Policy Act of 1992 for the federal government, while meeting the various efficiency and demand-side management goals of the utilities. Pilot projects are in development in southern California for the General Services Administration (GSA), Naval Facilities Engineering Command, and the Veteran's Administration. The Clinton administration and the National Performance Review recognize these projects as reinventing government and important to the successful realization of federal water and energy efficiency goals. The lessons learned through the development and implementation of these pilot projects will become part of the new standards and methods for implementation in federal facilities nationwide and as models for joint water and energy commercial, industrial, and institutional programs of the future.
