The process of recycling toilets starts out with the water agencies' Ultra Low-Flush Toilet (ULFT) Programs. To receive a new 1.6 gallon per flush toilet offered by the water agencies, the customer must return their old water guzzling toilet. CTSI Corporation sets up programs to recycle the old toilets. This paper discusses the efforts of CTSI to change the code in the Standard Specifications for Public Works Construction to include recycled porcelain material for use in roadbase.
