The Metropolitan Water District of Southern California is designing facilities for the use of ozone and PEROXONE (the combination of ozone and hydrogen peroxide) at two of its five filtration plants to comply with the proposed Disinfectants/Disinfection By-Products Rule, as well as the disinfection requirements of the Surface Water Treatment Rule (SWTR). In addition, ozone/PEROXONE will allow Metropolitan to enhance customer satisfaction by controlling taste-and-odor compounds. This paper describes an approach for monitoring disinfection compliance at Metropolitan's full-scale ozone plants. Tests were completed at Metropolitan's 5.5-million-gallon-per-day oxidation demonstration plant to evaluate the hydraulic performance of the over/under-baffled ozone contactor; alternative ozone residual measuring and monitoring methods; and alternative disinfection calculation methods.
