Hourly water use data collected in Austin, Texas for a rate study provided insights into meter sizing for larger customers. Hourly flow rate data can be used to assist in identifying which large water meters might be operating out of range. While compound meters almost always operated within their normal operating range, some displacement and turbine meters frequently operated outside of this range. This paper describes how the data were analyzed and how billing data could be screened to detect customers likely to have inappropriately sized meters. As part of ongoing analysis to support its cost of service based water rates, the City of Austin, Texas Water and Wastewater Utility has installed nearly 100 rate of flow rate measuring devices since the early 1990's.
