The Discovery Bay Waterworks (DBW) is owned by Hong Kong Resorts International Ltd (HKR), the developer of Discovery Bay, and is the only privately owned municipal waterworks in Hong Kong including the New Territories. The impetus for performing a leak detection program evolved from concern for the "larger than usual" amount of water usage during the off-hours as observed from the limited records available. Water losses were estimated to be a maximum of 20% in the potable water supply and 15% in the flush water supply. A dual-piped water supply consisting of treated surface water for domestic purposes and untreated surface water for toilet flushing and irrigation has been in place throughout the Discovery Bay development since inception. DBW's efforts included leak detection training, aggressive water metering, and meter accuracy and testing. As not all of DBW water consumption is metered, fire hydrant flushing and irrigation activities are not regulated. DBW installed additional meters wherever feasible to account for these water losses. It should be noted since the abstract was submitted for this paper, changes in DBW's priorities with respect to implementing recommendations made in the report "Preliminary Report on Leak Detection Survey of Discovery Bay Water System" (CDM International, August 1994) have occurred. These changes in priority are partly due to the economic downturn and internal policy decisions on the part of the owner. Other development, such as a change in water supplies serving Discovery Bay, have caused a focus on other issues temporarily. Needless to say, these changes have resulted in a lack of data needed to show the estimated reduction in water losses expected to be reported at the time of presentation of this paper.
