In October of 1992, President Bush signed into law the Lead Paint Housing Act. In this law there are many different Titles. Title X affects the coating industry most significantly. Title X required the Occupational Safety and Health Administration, Department of Labor, to generate a new lead standard for construction. This lead standard is 1926.62 "Lead in Construction." The author believes that this is part of a trend to make the Owner/Engineer responsible for the Contractor's safety. Making the Owner responsible in construction projects could lead to many lawsuits, confusion and possible unsafe working conditions for some employees. Quite often the Contractor has a larger budget and more experience than a small community that owns the steel tower which requires repainting. This paper provides details regarding other worker safety programs such as the Connecticut Department of Transportation's program (CRISP) and the new Occupational Safety and Health Act (OSHA) standard. The requirements for these programs and standards are provided along with administrative and engineering controls and exposure monitoring.
