The City of Beaverton embarked on a major water system improvement program that included four major components. The program was to satisfy the increasing water demands for both domestic consumption and fire protection in a growing city. The largest project was a 15 million gallon reservoir and pump station. Because of the City's excellent bond rating, Beaverton determined that the most feasible method of funding those improvements was the sale of water revenue bonds. The City was committed to completing these four projects within the bond amount and was willing to consider suggestions on possible ways to construct these projects in the most cost effective manner. The bidding of alternative designs for the large reservoir proved to be an effective method to meet this objective.
