The service area of East Bay Municipal Utility District (EBMUD or the District) is located in a region of high seismic activity. There are several major active earthquake faults that intersect or are located near the EBMUD service area. In 1991, EBMUD began a two year evaluation of the seismic vulnerability of its water treatment and distribution system. The project team included EBMUD staff and consultants with expertise in the areas of seismology, water operations, structural analysis, and economics. In June 1994, the evaluation was completed. The results and recommendations were presented to the EBMUD Board of Directors. The study proposed a program to improve post earthquake service capabilities. In mid 1984, the Board approved the Community Information Program to inform the EBMUD customers about the proposed Seismic Improvement Program (SIP) and to gain community input and support. With favorable feedback from all segments of the community, the program was adopted by the EBMUD Board of Directors at its November 22, 1994 meeting. The SIP will be implemented beginning in July 1995 and completed by the year 2005. This paper describes the efforts of EBMUD to involve the public early on in the decision making process, provides details of the community information program, public education efforts, methods to gain public support, feedback, and the results of their efforts. The authors believe that the key elements to producing an effective community information program should include: educating the public and soliciting feedback; taking a proactive open approach; utilizing a variety of tools to educate the public and gather feedback; continuing commitment to maintaining public awareness and support.
